This is not true. Only when you cross the border by land from HK, do they check for possible illegal smuggling. Other places are fine.

I heard that there is a high customs duty tax charged when you travel to China with an iPad, even if it is a personal use item. Is this true?

you can try network togethering from your iPhone, which will turn your iPhone into a WiFi station.

However, it requires jailbreak your iPhone and install an app called wifi.

P.S, i haven’t tried this yet..no guarantee,,
